中国冰雪经济发展指数报告

《中国冰雪经济发展研 究》针对中国已经成为全世 界最大的国内旅游消费市场 的客观事实，在冰雪经济发 展和消费结构升级方面更具 复杂性，这种复杂性使中国 在冰雪经济上与其他冰雪经 济发达区域欧洲和美国相比 既有共性又有特殊性。中国 特色的冰雪经济理论，既要 体现以内生性需求驱动增长 为主，又要体现高质量发展 。在充分借鉴、吸收国内相 关研究的基础上（包括 2016年吉林省和长春市在 全国率先提出“3+X”产业体 系和2021年吉林省提 出“4+X”的产业体系），并 吸纳分析国外尤其是欧洲相 关国家的冰雪研究成果，针 对中国冰雪经济涉及第三产 业、第二产业、第一产业相 互交融的复杂性特点，本报 告打破传统一维产业链和二 维产业集群的理论框架，从 产业生态系统等综合角度提 出冰雪经济飞机理论：即以 不断增长和升级冰雪需求和 不断创新的冰雪科技为两大 引擎（飞机发动机），以冰 雪运动为引领（飞机机头） ，以冰雪旅游为基础载体（ 飞机最大容量的机身），以 冰雪装备和冰雪文化为两翼 （飞机两翼），以冰雪其他 相关产业为辅助（飞机机尾 ）的中国特色的冰雪经济体 系理论。
