本册书稿辑录的是1938年至1944年东安宪兵队、东宁地区、孙吴地区的思想对策月报等相关档案。本书将收录的日文档案翻译为英文。此部分档案涵盖了政治、军事、经济、文化等诸多方面的内容，一定程度上反映了中国东北抗日活动，是吉林省档案馆专业研究人员在多年挖掘、整理、研究史实的基础上，以专题的形式披露的馆藏侵华日军档案史料。这批档案是日本在侵华过程中自己形成的，内容在某些方面填补了日军侵华史的空白。这批档案资料进一步还原了日本侵华的历史真相，是近年来对日本侵华档案发掘研究的最新成果。
