本书以专题的形式辑录了吉林省档案馆馆藏侵华日军档案史料中关东宪兵队1936至1943年的哈尔滨地方警务联络委员会及关东宪兵队思想对策月报等相关档案。本书将收录的日文档案翻译为英文。这部分档案是吉林省档案馆专业研究人员在多年挖掘、整理、研究史实的基础上，以专题的形式披露的馆藏侵华日军档案史料。内容涵盖政治、军事、经济、文化等诸多方面的内容，一定程度上反映了中国东北抗日活动。这些档案较为完整翔实，经过比对、考证、研究，将这些档案记载的时间、地点、人物、事件联系起来，就能够还原出一段日本侵华历史。
