《2010-2011优选电信运营企业发展报告:财务竞争力与可持续发展》是中国社会科学院创新工程学术出版资助项目。
《优选电信运营企业／发展报告（2010～2011）：财务竞争力与可持续发展》创新之处包括：靠前，目前靠前外对企业财务竞争力的研究多处于概念界定和理论阐述阶段，尚未建立起规范可行的财务竞争力评价体系，报告基于价值导向从综合绩效和现金流视角构建了电信运营企业财务竞争力评价体系，并运用因子分析模糊矩阵评价法对2010年进入世界500强的20家电信运营企、II，进行实证研究，得出：1基于综合绩效和现金流视角的财务竞争力评价结果之间具有较强的相关性；2价值创造能力（EVA率）与财务竞争力评价结果之间具有较强的相关性；3股价与财务竞争力评价结果之间也具有较强的相关性。
第二，截至目前，靠前外没有公开出版过对优选电信运营企业可持续发展状况进行综述的著作由于时间和成本等方面的限制，报告从2010年进入世界。
500强的20家电信运营企业中，挑选出具有代表性的12家分别从十个方面对其可持续发展状况进行概述研究，为电信运营企业的靠前化拓展提供了有价值的信息。第三，报告呈现的优选电信运营企业的关键绩效指标（横向比较、纵向趋势、均值数据、分洲数据），为电信运营企业的标杆管理、精细化管理提供了可以参照的依据和有价值的基础数据信息。 

《2010-2011优选电信运营企业发展报告:财务竞争力与可持续发展》随着全业务竞争的日益加剧，电信行业正在发生本质的变化。日益同质化的产品和业务，使电信行业尤其是电信运营商的竞争从业务和价格的竞争逐步转变为商业模式之争，因此，如何在价值链上改变电信运营商的地位，通过创新的商业模式获得持续发展的核心能力，保持强劲的财务竞争力，实现股东对投资回报的要求，并保证企业的可持续±曾长，成为所有电信运营企业面临的重要问题。《2010-2011优选电信运营企业发展报告:财务竞争力与可持续发展》主要包括专题篇、报告篇、指标篇和附录篇四个部分，为优选电信运营企业财务竞争力和可持续发展的研究，以及信息资源交流奉献了一份很好的著述。 

何瑛，研究万向：公司财务管理、价值管理与资本运营工作单位：北京邮电大学经济管理学院，为EMBA、MBA、项目管理硕士、研究生和本科生讲授财务管理、成本管理会计、跨国公司财务管理、价值评估和管理等课程
理论研究：多年来致力于财务管理、价值管理与资本运营等领域的研究，先后在国家核心刊物和靠前会议上发表论文数十篇，出版专著《虚拟团队管理：理论基础、运行机制实证研究》、《电信运营企业财务转型》，翻译《战略管理会计》、《追寻股东价值》、《关键管理指标》、《公司理财》、《财务会计与报告》、《金融衍生工具与内部模型》等10多部著作，参编工商管理教材《现代企业财务管理》、《全面预算管理》和《现代管理公需教材》等，参与国家自然科学基金项目《中国经济±曾长数据可信度的检验研究》和国家863项目《手机新型操作系统、应用平台和中间件的发展策略研究》，负责教育部人文社科青年基本项目《电信运营商的财务转型研究》、中央高校基本科研业务费项目《电信运营企业现金流管控模型及财务竞争力综合评价研究》和教育部信息管理与信息经济学重点实验室开放基金课题《电信运营企业精细化管理研究》等，并负责和主研多项横向企业项目，获得一致好评。
实践经验：1997年，硕士研究生毕业分配到中关村很很好的企业——联想集团财务部工作，担任项目经理，主要负责公司的财务分析、财务计划和全面预算管理等工作另外，自2000年以来参与了咨询公司的工作，为公司制定财务战略和商业计划书，协助公司制定财务预算和财务计划，以及一些投资项目的可行性计划，还为上市公司提供全面预算管理、综合绩效管理、投资和融资管理、现代成本管理等方面的咨询和课程培训等培训对象包括：中围移动、中国电信、中周联通、中围石化、用友软件、民生银行、摩托罗拉大学、中央财经大学财务总监班等。培训课程包括：《企业财务报表分析与风险防范》、《经营视角的财务管理》、《战略财务与脊本运营》等。
