This book, guided by the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China (CPC) and the speeches delivered by General Secretary Xi Jinping, discusses the approaches to upholding and improving socialism with Chinese characteristics and modernizing the national governance system and capacity in the new era from thirteen aspects. It is of both theoretical and practical values and covers areas such as upholding and improving the systems and institutions for the CPC’s leadership, with enhanced capacity for the CPC to exercise power based on informed decisions, democratic processes and the rule of law; upholding and improving systems and institutions that ensure the people's participation in the decision-making process, with continuous progress in socialist democracy; upholding and improving legal institutions under socialism with Chinese characteristics and building a higher level of the rule of law in China; upholding and improving the government administration system under socialism with Chinese characteristics; maintaining and improving the basic socialist economic system with continuous drive for quality growth, etc.

靳诺，中国人民大学党委书记、教授、博士生导师。中国人民大学习近平新时代中国特色社会主义思想研究院理事长、国家发展与战略研究院理事长；兼任教育部高等学校马克思主义理论类专业教学指导委员会、高等学校思想政治理论课教学指导委员会主任委员，全国高校马克思主义理论学科研究会会长。主要研究领域为马克思主义理论、思想政治教育、高等教育管理等。主持国家社会科学基金重大项目“当代马克思主义基本问题研究”“高校领域哲学社会科学成果评价体系和奖励制度研究”，教育部哲学社会科学研究重大课题攻关项目“哲学社会科学学术话语体系创新研究。等数十项国家和省部级重点科研项目；在《求是》《人民日报》《光明日报》等报刊上发表重要理论文章100余篇；编著有《全球治理的中国担当》、“‘治国理政新理念新思想新战略’研究丛书”（十卷本）等数十部著作。
