CHINA WATER DEVELOPMENT REPORT 2018

2017年是党的十九大召开之年，是党和国家历史进程中具有划时代里程碑意义的一年，也是水利改革发展进程中极为关键的一年。在坚强领导下，水利系统牢固树立新发展理念，积极践行新时代水利工作方针，中央兴水惠民政策深入落实，治水兴水管水高潮迭起。
《中国水利发展报告（2018 英文版）》主要内容包括2017年中国水利发展的总体形势，包括年度综述、发展战略、深化改革、防汛抗旱、基础设施、水资源管理、生态文明、水利法治、流域管理等部分。

中华人民共和国水利部，负责保障水资源的合理开发利用，拟订水利战略规划和政策，起草有关法律法规草案，制定部门规章，组织编制国家确定的重要江河湖泊的流域综合规划、防洪规划等重大水利规划。按规定制定水利工程建设有关制度并组织实施，负责提出水利固定资产投资规模和方向、国家财政性资金安排的意见，按国务院规定权限，审批、核准国家规划内和年度计划规模内固定资产投资项目；提出中央水利建设投资安排建议并组织实施。
