序 在人类历史发展的长河中,文字的出现,使得文明得以记载;出版物的出现,使得文化得以传承。《尚书》有云“惟殷先人,有册有典”,这是有关中国出版物始祖——简牍的最早描述。随着造纸术的发明,特别是近代印刷术的发明,出版物的数量有了极大的增长,出版逐渐成为一种产业,形成了具有自身特点的专业分工。 21 世纪,在信息技术的洗礼下,几百年形成的出版专业分工开始被打破。融合、跨界成为新的发展趋势,以数字内容为核心的全新产业集群出现。其特点是书、报、刊等内容载体形式不断弱化,图文声像影等内容表现元素不断交融。 关于数字内容产业,早在2006 年3 月国务院发布的《国民经济和社会发展第十一个五年规划纲要》中就已明确做出了规划,提出“鼓励教育、文化、出版、广播影视等领域的数字内容产业发展,丰富中文数字内容资源”。经过十年的发展,我国数字内容产业凭借庞大的用户和市场优势,取得了令人瞩目的成绩。十八大以后,数字内容产业迎来重大发展机遇,以习近平同志为总书记的党中央高度重视数字内容产业发展,先后出台了一系列重要文件,明确提出要加强信息服务、提升数字内容服务水平,为数字内容产业的发展提供了强有力的政策保障。 政策层面的利好、技术发展的吸引、市场需求的推动,使得资本逐渐垂青,越来越多的新兴企业参与到内容生产、技术服务、平台运营等板块中来,跨行业、跨领域合作不断加深,从而形成优势互补、共同发展的格局。 在繁荣发展的同时,冷静观察与深入分析尤为重要。值此“十三五”开局之年,中国新闻出版研究院集多位专业研究人员精心筹划、深入调研、潜心研磨,推出了《中国数字内容产业市场格局与投资观察(2015)》一书,为业界提供了一部匠心之作。这是一部全面、系统阐述我国数字内容产业发展状况的分析报告,着重从产业发展角度入手,系统梳理了我国数字内容产业的发展脉络,总结了数字内容产业发展特点,分析了产业竞争格局,研判了未来趋势,并结合京、沪两地的区位特点,对相关数字内容产业基地、园区及企业发展情况进行了系统描述,内容翔实,形式新颖,观点独特,相信会为业界提供重要参考并带来裨益。 沧海桑田,日落日出。随着信息技术的快速发展,传统出版业格局已发生了巨大的变化,数字内容产业正以极大的融合力席卷而来,成为一个极具发展潜力的朝阳产业。未来需要所有从业者秉持创新意识,充分利用新兴技术,潜心打造精品内容,在更好满足人民群众精神文化需求的同时,提升中华文化软实力,让中华文明在数字时代更好地走向世界。 孙寿山 2016 年7 月 前 言 数字内容产业是出版业、文化教育业、广播电视电影业等传统产业与通信产业、互联网产业、信息技术产业、电子信息产业等高新产业融合而成的一个新兴产业。作为一个新兴产业类群,其增长速度很快,发展潜力极大,值得社会各界关注和重视。 在1995 年西方七国信息会议上,“内容产业”首次被提出,但并未指出其明确定义及范围。1996 年,欧盟发布《信息社会2000 计划》,明确了“数字内容产业”的概念及内涵。在中国,2003 年上海市《政府工作报告》首次提及“数字内容产业”,并提出了一系列发展数字内容产业的目标和举措。2006 年3 月发布的《国民经济和社会发展第十一个五年规划纲要》中,“数字内容产业”首次在国家文件中正式出现。2011 年3 月发布的《国民经济和社会发展第十二个五年规划纲要》更是把加强信息服务,提升数字内容服务,大力发展数字内容产业提上日程。之后,中国各级政府从产业扶持、政策引领等方面,对数字内容产业的发展给予了极大的支持和关注。 根据本书统计,到“十二五”末,中国数字内容产业总体收入规模已接近5 万亿元,年均增长率达29.4% ,呈现强力发展势头。从结构上看,中国数字内容产业内部结构更加优化,空间布局日趋清晰,集聚能力日益增强。目前,我国正处在数字化转型及产业升级的关键时期,不仅面临着许多挑战和机遇,而且将遇到很多难题和困惑。在此之际,课题组通过对数字内容产业相关园区及企事业单位的实地调研、会议座谈、网络调研、电话访问、文案调研等,收集了大量研究资料,并从产业发展的角度入手,对近年来我国数字内容产业的发展脉络进行系统的梳理,总结了数字内容产业发展特点,预测了产业发展趋势,分析了产业竞争格局,在历时一年多的潜心研究后,最终形成《中国数字内容产业市场格局与投资观察(2015)》。 本书分为上、下两篇:上篇是中国数字内容产业发展现状与趋势,下篇是数字内容典型园区分析。上篇包含了7 个方面的内容,分别是:数字内容产业概述,数字内容产业政策梳理,数字内容产业总体分析,数字内容产业细分市场分析,数字内容产业竞争格局与投资分析,数字内容产业集群化发展状况分析,环京、环沪数字内容产业发展状况分析;下篇为张江高科技园区等10 个数字内容典型园区的具体研究内容。 最后,希望本书能够于读者有所裨益,为政府相关部门决策提供参考依据,为产业研究人员提供一份基础性资料。由于数字内容产业还在发展中,本书在细分领域划分、数据获取上或有不妥之处,恳请业内同行、读者谅解,并给予指正。 著 者 2016年7月 Preface Digital content industry is a booming industry, which combined the traditional industries, like publishing, culture & education industry, radio & television & film industry etc., and hi-tech industries, such as communication industry, internet industry, information technology industry, electronic information industry etc. As an emerging industrial cluster, it deserved to arouse interest of all sectors of society, for its rapid growth and huge potential. In 1995, “Content Industry” was first proposed at the G-7 Information Society Conference. But its definition and scope were not made clear at that conference. In 1996, the EU released Okinawa Charter on Global Information Society 2000. And this .le de.ned the digital content industry. In 2003, Shanghai’s Government Work Report .rstly mentioned “Digital Content Industry” in China. This report put forward a series of targets and measures for developing digital content industry. The 11th Five-Year Plan for National Economic and Social Development, which released in March 2006, formally mentioned “Digital Content Industry” for the .rst time at the national level. In March 2011, strengthening the information services, promoting digital content services, and developing digital content industry were put on the agenda in the 12th Five-Year Plan for National Economic and Social Development. After that, Chinese governments at all levels gave the digital content industry a lot of support. According to the statistic data, the total income scale of Chinese digital content industry is close to 5 trillion CNY, growing at average growth rate per annum of 29.4%. It shows a good development momentum. Structurally, Chinese digital content industry’s internal structure is more optimized, its spatial arrangement is clearer, and the industrial clustering ability is strengthened. At present, Chinese industry is at the critical period of digital transformation and industrial upgrading. However, there are so many challenges and opportunities as well as dif.culties and puzzles. On this occasion, the research group gathered a great deal of research materials by .eld research, conference and discussion, online survey, telephone interview, cases study of related industrial parks and enterprises and public institutions. Then we carded the development of digital content industry in China systematically, summarized its development characteristics, speculated its trends, and analyzed its competition patterns. After over one year’s study, this book had been finally completed. This book consists of two parts. The .rst part is the present development status and trends of Chinese digital content industry. This part includes seven aspects: digital content industry overview, digital content industry policies, aggregate analysis of digital content industry, segment market analysis of digital content industry, the competitive landscape and the investment of digital content industry, the development situation of digital content industrial cluster, the situation analysis for the development of digital content industry around Beijing and Shanghai. The second part is the speci.c researches on the ten typical digital content industrial parks, like Zhangjiang Hi-tech Park etc. At the end, we hope this book will be useful for readers. We also hope it will be a reference for governments and provide certain foundational data for researchers. Because digital content industry is still in progress, this book remains many inadequacies in the division of domains and the collected data. Please correct if there is any de.ciency in this book.
