The post of minister of public works entailed responsibility for all the industrial and construction projects of the empire. Following the dismissal of Kong Ren, heated competition arose for the post, but it soon became clear that a man named Bie Ling, who was recommended by Hou Ji， the minister in charge of agriculture and logistics, was the front-runner.
The relationship between the two had come about in a mysterious way. One day, Hou Ji saw a corpse floating in a river when he was out on official business. At that time, during the period of rampant flooding, it was not an unusual sight. What was unusual was that the corpse was floating upstream~against the current!
