"一带一路"合作空间拓展

拉丁美洲和加勒比地区（简称拉美）作为地域广阔、人口众多的发展中地区，是中国实施全面对外开放战略的重要支点。特别是，21世纪以来伴随着经济全球化的逐步深入，中国与拉美的经贸关系获得靠前的跨越式发展。随着2015年初中拉论坛的建立并召开以及2016年中国对拉美第二份政策文件的发布，中拉整体合作也正式进入机制化的新阶段。通过座谈、访谈、实地考察和学术研究，调研组对中拉整体合作、产能合作、基础设施合作、中国主要省份与拉美经贸关系等问题有了更深刻的认识和理解，并形成了四份分报告。本报告是对“一带一路”倡议在合作空间上的有益探索，符合我国提高对外开放水平的整体战略，具有十分重要的现实意义。
