东非共同体是非洲功能较为完善，一体化程度相对较 高的次区域组织。东共体成员国与中国有着传统友好合作 关系，是中国与非洲推动产能合作与“三网一化”建设的 重要阵地和桥头堡之一。在当前中非共建“一带一路”的 背景下，东共体各国分别推动本国的发展战略与中国提出 的“五通”理念相对接，在基础设施、能力建设、文化交 流、民生保障等多个方面取得了令人瞩目的成就。本书以 肯尼亚、坦桑尼亚、乌干达、卢旺达等国家的未来五十二 年规划为例，分析了中国与其的代表成果与建设中的问题 ，为中国未来与东非国家的合作提供了参考。
