2020年是脱贫攻坚的决战决胜之年，是全面建成小康 社会的收官之年。中国脱贫减贫取得显著成效汇聚了多方 力量，高校在其中扮演着十分重要的角色。按照国务院扶 贫办和教育部统一部署，电子科技大学自2013年起定点扶 贫贵州省岑巩县。作为我国电子信息产业的排头兵，电子 科技大学立足地方实际，发挥电子信息学科专业优势，从 规划设计、产业帮扶、智力保障、资源整合等方面基于“ 精准扶贫”理念打造了“电子信息＋智慧城乡建设”模式 ，引领贵州省岑巩县脱贫奔小康，有效助推该县的贫困发 生率由31.1％降至1.03％，为其实现全面小康和经济社会 发展做出了突出贡献。本书系统阐释了电子科技大学构建 的“电子信息 智慧城乡建设”减贫模式，从“智慧党建” 、“校地合作”、“电子信息 ”、“智慧举措”四个角度 梳理了贵州省岑巩县运用电子信息技术实现“智慧脱贫” 的有效经验，以期为我国脱贫攻坚决战决胜和我国全面建 成小康社会做好总结宣传。同时，结合非洲贫困状况及其 电子信息技术发展现状，本书提出了“电子信息＋智慧城 乡建设”减贫模式对非洲大陆以及世界其他贫困地区的国 际借鉴意义。
