21世纪以来，资源丰富 、经济持续发展与政治上 重视联合自强的非洲，日 渐引起国际社会的关注。 综合国力增速明显的印度 ，出于保障能源安全、发 展国内经济与增强大国地 位等因素的考虑，改变了 冷战以来印度对非洲关系 的忽视态度，积极调整对 非政策，开展对非务实合 作，推动灵活的对非外交 ，在注重强调印度对非洲 传统友谊与政治联系，扩 大对非互动空间与拓展对 非合作机制的同时，又突 出印度在非洲的重点伙伴 国家与重点合作领域，从 而深化了印非合作关系， 一定程度上提升印度在非 洲的影响力，增强印度在 国际机制中的发言权。
