本书是村田忠禧教授继《日中领土争端的起源》 之后，又一本对钓鱼岛问题的来龙去脉进行考证的著 作。本书集中考证了日本政府占有钓鱼岛的过程，以 1885年至1895年为讨论对象，涉及琉球国变为冲绳县 的过程及日本政府对冲绳的治理，西村拾三县令对内 务省要求勘察钓鱼岛命令的抗拒，内务、外务两省放 弃设置国标的原因，1895年甲午战争取胜前夕日本在 钓鱼岛设置国标的详尽过程，等等。本书尽可能全面 地搜集了当时内务省、外务省等部门的公文档案，如 作者所言，本书最有价值的部分，即这些史料。
